Founded in 1972 by Neil Lillard & Don Clark, Lillard & Clark has stood the test of time working in the industry of Heavy Civil, Water/Wastewater, Irrigation Canals and Structures, Food/Beverage, and Water Storage Tanks.
Our organization offers the services of professionals who have several hundred years of combined experience and have constructed projects using several delivery methods, including: Federally Contracted Source Selection, Design-Build, Hard Bid, and Owner/Contractor Negotiated GMP’s.
